Local woman charged: Lifeless baby had Heroin and Fentanyl in his bloodstream

Arnold, Pa. – Police in Arnold recently charged a woman from Arnold with child endangerment and drug possession after the baby in her care was found to have several illegal substances in his bloodstream, including Heroin and Fentanyl.

According to the police criminal complaint, the male baby was in the care of his Aunt, identified as Johna S. Price, age 35 of 2013 Woodmont Avenue when the baby was transported by Johna S. Price to the Alle-Kiski Medical Center. (The criminal complaint notes the baby’s mother stated the baby’s health was normal when picked up by Johna S. Price)

Upon arrival at the Alle-Kiski Medical Center, the baby was initially lifeless, unresponsive, and exhibited pinpointed pupils indicative of an opiate drug overdose. Medical staff was suspicious that the baby may be suffering from an opiate drug overdose. New Kensington and Lower Burrell EMS was summoned for additional assistance.

EMS crews responded with an opiate-reversal drug Naloxone, which is also known as Narcan. The baby was given the Narcan, which only effects selective drugs that are identified as an opiate base. Once the baby was stabilized, he was transported to UPMC Children’s Hospital in Pittsburgh.

It was later reported that while in the medical care of the medical staff at UPMC Children’s Hospital, the baby was found to have several illegal substances in his bloodstream, including Heroin and Fentanyl. Those illegal drugs were said to be what caused the baby to need immediate medical attention.

Subsequently, Westmoreland County Detectives later determined the crime scene to be located at 2013 Woodmont Avenue – home of Johna S. Price.

A search warrant for the residence was applied for by Westmoreland County Detectives and granted by District Magistrate Frank Pallone Jr. on December 07, 2018. County detectives were assisted by Arnold Police in documenting potential evidentiary items and photographed them accordingly to their found location.

The following items were located:

1. A red purse with marijuana residue which also contained residency information for Johna S. Price
2. In a closet, a Vans box located on the top shelf containing a digital scale.
3. Middle shelf in closet – cardboard Ramen Noodles Chicken box – several items – a white purse with plastic baggie(s) containing an off-white powdery substance.
4. Also located: digital scale – glass pipe used to ingest marijuana with residue – metal marijuana grinder – Eurika oil smoking device and (3) suspected THC cartridges used in the oil smoking device.

All items were inventoried, seized and sent to the PSP Crime Lab in Greensburg for testing and/or analysis.

Subsequently, detectives received a report from PSP Crime Lab that the off-white powder-like substance was tested positive for the drug heroin weighing 9.8 grams. The suspected THC oil did test positive for THC.

Johna S. Price was arrested and faces the following charges:

Felony 2 – Endangering Welfare of Children – Parent/Guardian/Other Commits Offense 12/05/2018, 2 counts of (M) Use/Poss Of Drug Paraphernalia, 1 Felony charge of Manufacture, Delivery, or Possession With Intent to Manufacture or Deliver, Possession Of Marijuana and (M) Int Poss Controlled Substance By Per Not Registered.

A Preliminary Hearing is scheduled on 07/25/2019 @ 10:15 am before the Honorable Magisterial District Judge Frank J. Pallone Jr. Bail was set on 07/03/2019 Unsecured $50,000.00.
