Penn Hills, Pa. – Detectives have identified the driver of the Saturn involved in a fatal hit-and-run as 21-year-old Surron Burch. On May 15, detectives acquired a warrant for Burch who was arrested at a home in Penn Hills by deputies from the Allegheny County Sheriff’s Office Fugitive Squad.
Burch has been charged with homicide by vehicle, involuntary manslaughter and several other charges related to this incident. He will be lodged in the Allegheny County Jail.
Charges against Burch stemmed from an April 28, 2019 incident in which a pedestrian was struck when walking home after work. The victim, 51-year-old Joseph Morris of Penn Hills, was struck by a vehicle on Hershey Road and dragged to Universal Road. Morris was declared dead at the scene.
Through the course of the investigation it had been determined that a Saturn SL or SL2 sedan was the vehicle that struck the victim. On May 10th, acting on a tip received through the Allegheny County Police Tip Line detectives located the vehicle in the parking lot of the Hi View Gardens housing complex in the City of McKeesport.
On May 11th, Detectives acquired an arrest warrant for 21-year-old Modesty Hopper, the registered owner of the vehicle involved. She was charged with hindering apprehension or prosecution for her role in obstructing the ongoing investigation into this incident. Hopper has been arrested on that warrant.
