Arrest Warrant Issued Related to Penn Hills Hit-And-Run

Allegheny County – On April 28, 2019 at 9:34 PM, Allegheny County 9-1-1 received multiple calls reporting that a pedestrian had been struck, and found in front of 1841 Universal Road, Penn Hills.

Penn Hills, Pa. – Police and EMS responded to the scene and pronounced the man dead at the scene. The victim has been identified as 51-year-old Joseph Morris of Penn Hills. Allegheny County Police Collision Reconstruction and Homicide Detectives responded to the scene. Detectives have learned that Morris was walking home after finishing work at a local Duquesne Light facility. It was while walking home that Morris was struck by a vehicle in front of 419 Hershey Road and dragged by that vehicle for just over one-half mile to the area of 184 Universal Road.

Through the course of the investigation, it was determined that a Saturn SL or SL2 sedan was the vehicle that struck the victim. On May 10th, acting on a tip received through the Allegheny County Police Tip Line, detectives located the vehicle in the parking lot of the Hi View Gardens housing complex in the City of McKeesport.

On May 11th , detectives acquired an arrest warrant for 21-year-old Modesty Hopper, the registered owner of the vehicle involved. Hopper has been charged with hindering apprehension or prosecution for her role in obstructing the investigation into this incident. Her current whereabouts are unknown.

There is a $13,000 reward being offered for information leading to an arrest and prosecution.
