Arnold, Pa. – Police in Arnold, along with Narcotics Agents recently arrested 2 New Kensington men and a woman from Pittsburgh charging them with conspiracy, possession and manufacture of drugs after a bust at 357 Murray Avenue, Apartment “C” in Arnold.
Arrested in the incident was Leah Marie Rosa, age 22 of Pittsburgh. Rosa was stopped by Arnold police traveling up Murray Avenue towards Freeport Road. Rosa was found in possession of a cigarette pack that contained a small quantity of suspected crack cocaine and a bundle ( 8 packets ) of suspected heroin.
Rosa was charged with 2 counts of Intent-Possession Controlled Substance By Person Not Registered. Rosa’s preliminary hearing is scheduled on August 1 @ 11:30 am before the Honorable District Justice Frank Pallone Jr.
Also arrested in the Murray Avenue incident was Devon Andrew Koch, age 26 of New Kensington. Koch is charged with 2 Felony counts of Manufacture, Delivery, or Possession With Intent to
Manufacture or Deliver on 06/13/2019 and 1 Felony count of Criminal Conspiracy Engaging – Manufacture, Delivery, or Possession With Intent to Manufacture or Deliver. Koch spent 10 days in the Westmoreland County Jail and bailed out on 06/24/2019.
A third individual, Douglas A. Hogan, age 35 of 160 Alter Road was charged with 2 Felony counts of Conspiracy – Manufacture, Delivery, or Possession With Intent to Manufacture or Deliver on 6-13-2019.
Koch and Hogan are scheduled to appear before the Honorable District Justice Frank Pallone Jr. on July 18, 2019 @ 2:15 pm.
