Leechburg Police chief jailed for alleged online sex crimes

Lower Burrell, Pa. – Leechburg Police Chief Michael Diebold was arraigned Friday evening on sex charges of Unlawful Contact with a Minor after agents of the Pennsylvania State Attorney General Office (Child Predator Section) conducted a Sting operation in Lower Burrell-Westmoreland County.

According to the affidavit of probable cause, the incident began on September 15, 2017 after agents responded to an online advertisement titled: “Dominate male police officer seeks fun, discreet, sub playmate – m4w” The agent, posing as a minor child, responded to the individual stating multiple times that he was in fact 14 years old and in the 8th grade, during the course of the communications. After telling Diebold the purported child’s age, Diebold allegedly solicited the child for unlawful sexual contact with several sexual messages.

On December 29, 2017, several images were allegedly sent by Diebold to the undercover agent’s online account and all images were saved to file. An administrative subpoena was sent to the online messenger service directing them to release subscriber and other pertinent information regarding the user identified as Kutecop4you.

Next, several other subpoena’s and searches were conducted to obtain specific detailed information concerning ip addresses, phone numbers, home addresses, etc. An Intelligence Analyst with the Pennsylvania Office of Attorney General conducted additional searches with state and local sources collecting specific evidence of Diebold’s place of employment and driver’s license information.

Next, the affidavit moves on to Diebold asking if they could meet up and requested the child’s location. The location of the purported child was given to Diebold.

On January 5, 2018 at approximately 1:05 pm, Diebold was spotted at the pre-arranged meeting location in Lower Burrell at the Sheetz. Diebold was taken into custody, positively identified and transported from the scene.

The Interview: Diebold admitted to being the individual who was communicating with the purported child during all the communications. Deibold stated that he has been utilizing the internet to post ads in the personal sections for the past several years. Diebold also acknowledged to having conversations about sex with the other Kik messenger user, the purported minor in the investigation he was attempting to meet at Sheetz. Diebold admitted that he knew that sexual contact with a 14 year old child was wrong and illegal and that his life was totally over.

Diebold was read some of the communications he had with the purported minor. While being read these communications, Diebold acknowledged that these were in fact his communications with the purported minor.

Diebold’s phone was seized during the arrest, subsequently searched after consent. Agents noted some of the messages appeared to be a message thread between the minor and Diebold and was found within the social media application.

Diebbold exited the Lower Burrell Police Department cuffed and escorted by State Attorney General Agents. He was transported to Magisterial District Court in Allegheny Township (The Honorable Cheryl Peck-Yakopec) for arraignment.

Bond was set at Monetary $500,000.00

Deibold currently resides in the Westmoreland County Jail awaiting a Preliminary Hearing scheduled on 01/16/2018 @ 10:00 am before the Honorable Magisterial District Judge Cheryl J. Peck-Yakopec.
